Monitoring & Evaluation for learning (MEL)

APMG understands that data drives decision making, and believes in the necessity of including the voices and experiences of those most affected by global health challenges. We are dedicated to providing inclusive monitoring and evaluation for learning (MEL) services and technical assistance to assure that communities understand and benefit from the data systems that are created to capture their experiences. We are known for our work creating systems and conducting evaluations that amplify the voices of key populations, adolescent girls and young women, and other vulnerable groups. Between 2018 and 2020, we conducted over 80 unique evaluations of HIV, TB and malaria programs, as well as development of MEL frameworks for multiple funding streams supporting community networks.

APMG brings a unique background in complex reviews and evaluations of health systems and funding arrangements in the international health arena.  Using mixed-method evaluations, we critically assess the functioning of initiatives, how they have been implemented and monitored, and to what extent that they have achieved their objectives, all in order to inform budget allocation decisions and technical approaches. 

A key differentiating factor is our keen ability to manage multi-country and multi-stream evaluations, assuring standardization of complex quantitative and qualitative data to allow thoughtful consolidation and analysis, while also accommodating the unique nature and context of varying environments. We generate context-specific, actionable recommendations for our clients, including large donor organizations, supporting them to make well-informed strategic decisions about their investments. 

 
  • Southern Africa Carry out evaluation of Phase 2 of the Self-Testing AfRica (STAR) Initiative, implemented in South Africa, Zambia, Zimbabwe, Malawi, eSwatini and Lesotho, in order to consolidate knowledge on best practices for catalyzing innovation, and provide the client with an assessment of the overall success of the project (Unitaid, present)

  • Global Carried out 73 independent evaluations of the Global Fund’s investments in HIV, TB and/or malaria in 41 countries; evaluated several regional programs (Multiple Country Western Pacific HIV, five multi-country HIV grants in Asia and one multi-country TB grant in EECA) - to support the Global Fund Secretariat and countries to better understand the progress being made as a result of their investments, and to tailor future interventions to improve effectiveness and impact (The Global Fund, 2018 - 2021)

  • Global Support the participatory design and implementation of the Robert Carr Fund's unique monitoring and evaluation for learning (MEL) framework, built to capture nuanced changes in organizational development, advocacy capacity and advocacy outcomes around human rights, access to services, and financial accountability of HIV responses (Robert Carr Fund, 2018 - present)

  • Global Assessment of HIV service package design, implementation and delivery for key populations - 65 countries for desk review and 32 countries with follow-up field missions (The Global Fund 2017 - 2018)

  • Global Technical assistance provider to the Global Fund’s Office of the Inspector General (OIG) to carry out audits to assess current and potential future arrangements for ongoing and prospective grants to specific counties, in order to safeguard the assets, investments, reputation and sustainability of the Global Fund (The Global Fund, 2021 - 2023)
