APMG Health works extensively with the Global Fund to Fight AIDS, Tuberculosis and Malaria in a range of areas including evaluation, assessment and policy development.

APMG Health has worked extensively with the Global Fund to Fight AIDS, Tuberculosis and Malaria in areas of global policy and guidance development, toolkit development for proposal writing, proposal and Concept Note development for initial submissions and Phase 2 renewals, evaluation of implementation progress and results, indicator development and strengthening of internal systems within Principal Recipients.

Examples of our work with Global Fund:

  • Evaluation of the effectiveness of Global Fund investments in HIV, TB and malaria across 64 Foused Countries
  • Assessment of the existence, appropriateness, utilisation and monitoring of HIV Service Packages for key populations across 65 countries
  • Baseline Assessments of Human Rights Indicators in the Philippines, the Ukraine, Kyrgyzstan, Cote d'Ivoire, Sierra Leone and Tunisia
  • Development of policy options and guidance documents on Payment for Results (PfR) assisting the Fund to sharpen the focus of recipients on hard health outcomes
  • Development of an issues paper (partially funded by UNAIDS) on transition from GF funding to national funding of HIV programmes. (See paper below)
  • Development of Background Paper on the use of Results-Based Financing (RBF) for Key Population Programs funded by the Global Fund (commissioned by Center for Global Development)
  • Development of RBF Options Paper and plans for increasing enrolment to and retention on opioid substitution treatment programs in selected oblasts (provinces) in Ukraine, with International HIV/AIDS Alliance Ukraine, a Principal Recipient in Ukraine (ongoing).
  • Technical Assistance to CCMs in Sudan for 4-component Concept Note; Zanzibar for HIV/TB; Mauritius and Armenia for HIV; and to Eurasian Harm Reduction Network, ECUO (regional EECA network of PLHIV organisations) and KP-REACH in Southern Africa for the development of Regional Project Concept Notes.
  • Indicator development for Global Fund Human Rights interventions
  • A toolkit for proposal writing, specifically for projects targeting key affected populations (commissioned by UNAIDS). View the toolkit.
  • Developed and assisted in implementation of Unique Identification Codes used by GF projects to track service provision to key populations in Morocco, Burkina Faso, Uzbekistan, Kyrgyzstan, Tajikistan and Papua New Guinea
  • A plain-language guide to the New Funding Model (NFM)  (commissioned by UNAIDS). View the draft.
  • Evaluation of Bosnia and Herzegovina Global Fund HIV Project, and development of Preliminary Transition Plan for HIV control in Bosnia and Herzegovina after GF funds; as well as assistance with earlier HIV GF proposals and development of monitoring and evaluation programs.
  • Program Review and National Strategic Plan Review prior to Concept Note development in Kosovo, Azerbaijan and Tajikistan (commissioned by WHO).
  • Governance review for the All-Ukrainian Network of PLHIV for its role as Global Fund Principal Recipient in Ukraine.
  • Evaluated GF-funded programmes implemented by International HIV/AIDS Alliance Ukraine, Ministry of Health in Macedonia, Malaysian AIDS Council in Malaysia, and of harm reduction aspects of the GF-funded programme implemented by UNDP in Belarus.
  • Assessed characteristics of and responses to HIV among most at risk populations in Uzbekistan for the GF HIV PR, UNDP.
  • Long-term (five-year) technical assistance to CCMs and Technical Working Groups of CCMs in Kyrgystan, Kazakhstan and Tajikistan to design national Comprehensive Packages of Services for key populations and plan their implementation.
  • Developed wide range of capacity building programmes for government and NGO health sectors in Kyrgystan, Kazakhstan and Tajikistan addressing aspects of CCM functioning, HIV prevention, outreach, peer education, roles of PLHIV in clinics, NGO management, stigma reduction, women and harm reduction, rapid HIV testing among key populations.
  • Long-term (four-year) technical assistance to Mauritius HIV PR, National AIDS Secretariat to evaluate HIV response among people who inject drugs in Mauritius; develop national harm reduction strategy; develop and provide training programmes on peer education (for all key populations), advocacy and NGO support for opioid substitution programmes (commissioned by various donors).
  • Long-term (five-year) technical assistance to ESVERO/ Russian Harm Reduction Network, NGO Principal Recipient in Russia.
  • Evaluated Round 10 process of submitting specific MARPs proposals, and evaluate draft Round 11 Proposal Form.
  • Reviewed Global Fund HIV proposals from CCMs in Belarus, Bhutan, Iraq, Malaysia, Maldives, Mauritius, Morocco, North Sudan, Palestinian Territories, South Sudan, Syria, Tunisia, Yemen.
  • Provided a case study of the Global Fund’s work in Kyrgyz Republic with bilateral and multilateral partners, especially regarding prevention of stockouts.
  • Carried out population size estimations of drug users and sex workers in Tajikistan for the GF HIV PR, UNDP.
  • A range of staff and consultants who have completed the GMS Bootcamp in assisting CCMs with restructuring, use of Dashboard, M&E and PSM.
  • Listed as GF supplier for EPA with CCMs.
